Temporary Extension Granted for 2017 Federal Drug Testing Custody and Control Form

The Office of Management and Budget granted an extension for using the 2017 Federal Custody and Control Form (CCF) for Department of Transportation (DOT) urine specimen collections. The extension lasts until Aug. 31, 2023.

Both the 2020 Federal CCF and the expired 2017 Federal CCF can be used for urine specimens collected for federal workplace drug testing programs and those collected for testing under DOT regulations.

With this change, the use of the 2017 Federal CCF is now permitted without a memorandum for the record.

This extension aims to preserve supply use and to reduce the burden on all drug testing service providers, including collectors, laboratories and medical review officers.

Items currently in short supply nationwide include the carbonless paper used for CCFs, as well as the resins and plastics used for the labels directly affixed to the form. Items used for specimen collection kits, including cardboard and shipping materials, are also in short supply.
